KUALA LUMPUR: The number of Malaysian expatriates who have returned to the country to work became a point of contention in the Dewan Rakyat on Monday.

After hearing from Deputy Minister in the Prime Minister’s Department Datuk S.K. Devamany that about a million Malaysians were estimated to be working abroad, several MPs demanded to know how many had come back.


However, Devamany said he could not give a concrete figure.

“The figure is so dynamic. Some come in and some go out, depending on the economic climate and job opportunities,” he told Salahuddin Ayub (PAS-Kubang Kerian).

He said the one million figure, as stated in a World Bank report in April, was cumulative and estimated over a long period of time.

He also pointed out that Southeast Asia was now becoming the focus of human capital in view of the economic downturn in Europe and the United States.

“I’m sure we will see a flow of human capital back to this region. So don’t worry, the situation is not so critical,” he said.

Devamany also said Talent Corp Malaysia Bhd would continue to reach out to expatriate Malaysians under its Returning Experts programme, which was now offering better incentives.

In addition, he said Talent Corp would look at ways for expatriate Malaysians to contribute their expertise to the country while working abroad.

“For instance, besides Prof Danny Quah at the London School of Economics who is a member of the National Economic Advisory Council (NEAC), several Malaysian experts in the United States’ Silicon Valley came back to attend a workshop this month and share their experience and expertise with information technology entrepreneurs,” he said.

Salahuddin later said he was not satisfied with the answer provided by the Prime Minister’s Department regarding the figures of expatriates who have returned from overseas.

“The figure provided was exciting, about one million. This is not a small figure. And among them are sure to be Government scholars.

“Why has Talent Corp not provided figures about how many Malaysian expatriates have returned? All these are Malaysian talents which are not with us,” he told reporters during a press conference in the Parliament lobby.
